Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.(C) Ambassador briefed Bahrain,s Undersecretary of Foreign Affairs Sheikh Abdulaziz bin Mubarak Al Khalifa Tuesday, March 4, on UNSCR 1803 (reftel) and discussed next steps on Future Bank. (Foreign Minister Sheikh Khalid bin Abdullah al Khalifa was in Cairo attending an Arab League ministerial.)

2.(C) Ambassador told Sheikh Abdulaziz that Resolution 1803 specifically cites Banks Melli and Saderat and urges member states to exercise vigilance over their activities. Sheikh Abdulaziz said that this should provide sufficient basis for Bahrain to act against Future Bank. The Ambassador stressed to the Undersecretary that this meant either pulling the bank,s license or otherwise shutting it down. He added that if action was not taken within a week, the U.S. would most likely move to designate.
